Public Participation
Meetings are held at City Hall’s Council Chamber located at 525 Henrietta Street, Martinez, CA 94553. All meetings are held in Council Chamber at unless otherwise noted on the agenda.
The Public can attend meetings in- person or via the City’s teleconferencing platform.
Teleconferencing Capability Courtesy Notice - As a courtesy and technology permitting, members of the public may attend meetings via the City’s Zoom platform. However, the City cannot guarantee that the public’s access to teleconferencing technology will be uninterrupted as technical difficulties may occur from time to time. In those instances, so long as the public may still attend the meeting in person, the meeting will continue. The mayor has the power to discontinue teleconferencing capabilities at any time.
ADA Accommodations - In accordance with the Americans with Disabilities Act and California law, the Council Chamber is wheelchair accessible and disabled parking is available at City Hall. If you are a person with a disability and require modifications or accommodations to attend or participate in this meeting, please contact the City Clerk’s Office at (925) 372-3512. Notification 48 hours prior to the meeting will enable the city to make reasonable arrangements to ensure accessibility to this meeting.
Public Comment
The public can provide comments to the legislative body in the following ways:
In-Person: Members of the public can provide in-person comments in the Council Chambers. Members of the public are encouraged, but not required, to fill out a speaker card. The Council Chamber will have seating available for members of the public to attend in-person up to full capacity. Public comments are limited to three minutes per speaker, unless a different time is announced by the Chair/Mayor.
Virtual: During the meeting, each period for public comment will be announced, and participants may use the “Raise Hand” feature on Zoom to request to speak. If calling in via Zoom use *9 to raise and lower your hand. The meeting host will call on you, by name, and enable your microphone when it is your turn to speak.
Written/Email: Members of the public can provide written comments via paper letter or email. Paper letters should be mailed or dropped off to City Hall, addressed to the meeting Clerk, by 12:00 p.m. the day of the meeting. Any public record concerning an agenda item that is distributed to all or a majority of the Legislative Body less than 72 hours before the meeting at which the item will be discussed or considered shall be available for inspection during normal business hours at the City Clerk’s desk and on the City’s website located here.

City Council meetings are televised at 7:30pm on Friday following the regularly scheduled Wednesday meeting on: Comcast channel 28, U-Verse channel 99, and Wave channel 29.
Recess of all meetings is observed during the month of August.
In accordance with Section 65009 of the California Government Code, anyone wishing to challenge action taken on any of these items in Court may be limited to raising only those issues they or someone else raised at the described Public Hearing or in written correspondence addressed and delivered to the City Clerk at or prior to the hearing. There is a 90-day limit for the filing of a challenge in court to certain City decisions that require a hearing by law, the receipt of evidence, and the exercise of discretion. The 90-day limit begins on the date the decision is final (Code of Civil Procedure §1094.6).
